2022年11月11日，国家卫健委发布《关于进一步优化新冠肺炎疫情防控措施 科学精准做好防控工作的通知》，关于入境人员政策有重大调整，赶紧来看看吧：
对入境人员，将“7天集中隔离+3天居家健康监测”调整为“5天集中隔离+3天居家隔离”，期间赋码管理、不得外出。入境人员在第一入境点完成隔离后，目的地不得重复隔离。集中隔离医学观察的第1、2、3、5天各开展1次核酸检测，居家隔离医学观察第1、3天各开展1次核酸检测。
取消入境航班熔断机制。
来华登机前48小时内2次核酸检测阴性证明调整为48小时内1次核酸检测阴性证明。
11月12日至13日，我国多个驻外大使馆发布通知，调整赴华人员行前检测的政策，要求乘坐赴华航班人员在登机前在48小时内进行一次核酸检测，凭阴性证明即可申请健康码。在此之前，入境人员在登机前需提供48小时内两次核酸检测阴性证明。
目前中国驻美国、英国、印度、加拿大、新加坡、沙特、马来西亚、柬埔寨、塞尔维亚、澳大利亚、巴基斯坦、俄罗斯等多国大使馆均发布进一步调整优化远端防控措施的通知。驻多国大使馆的新措施从14日开始执行。
通知称，所有搭乘航班赴华人员只需在登机前48小时内做一次核酸检测，并凭核酸阴性证明申领健康码。需要中转的赴华人员可在始发地或中转地任择一地进行一次核酸检测，但时限要求为赴华航班登机前48小时以内，并向检测地使领馆申领健康码。另外，有既往感染史、密切接触者、有疑似症状及检测结果曾为“不确定”等情况的人员，不再需要进行额外排查，均可凭登机前48小时内一次核酸检测阴性证明申领健康码。
上述调整措施令赴华旅客入境更加便捷。
According to an announcement made by the Joint Prevention and Control Mechanism of the State Council on last Friday November 11, 2022, China is to relax some anti-epidemic measures. Here‘re the three major adjustments for travelers who are traveling to China from abroad:
Those who arrive on the Chinese mainland from elsewhere will now only have to undergo five days of centralized quarantine, as well as three days of home quarantine – the ‘5+3’ policy.
Arrivals will undergo one test per day on each of the five days in centralized quarantine, as well as two tests during the 3-day home quarantine period on days one and three, respectively.
Another major change in the new guidelines includes ending the “circuit breaker” policy that temporarily suspended airlines from operating flights based on the number of passengers who test positive for the coronavirus after arriving in China. Even as the country has added more flights in recent months and cut quarantine time for inbound travelers since its borders were virtually shut in March 2020, the flights are still far less in number and extremely costly.
The PCR test requirement for inbound passengers to the Chinese mainland from elsewhere has also been adjusted - they’re now required to have one test 48 hours before boarding (instead of two before).
A number of Chinese embassies adjusted COVID-19 testing requirements for inbound travelers to China.
For passengers traveling to China through transition, the nucleic acid test can be carried out at either the place of departure or the transition destination within 48 hours before boarding the flight to China.
If passengers already have the health code of the place of origin, they can use the health code within the validity period to check in at the transfer point and there is no need to go through a second test and second application at the transfer point, according to the notice.
The notice also canceled additional requirements for people with a history of infection, being close contacts, having suspected symptoms, or inconclusive test results, as they now can apply for a health code based on a negative nucleic acid test within 48 hours before boarding the plane.
